Hon. Joseph Osei-Owusu, First Deputy Speaker and Member of Parliament

Hon Joseph Osei -Owusu was born on the 22nd of January, 1962 at Bekwai in the Ashanti Region. He had his basic education at St. John’s Catholic School also at Bekwai in the Ashanti Region. He continued with his education at Juaben Secondary School, Juaben, Ashanti (1976 – 1980) for his GCE Ordinary Level and Wenchi Secondary School, Wenchi, (1981 – 1984) for his Advanced Level Certificate. He proceeded to the University of Ghana, Legon where he obtained a combined Degree in Law and Classics in 1987.

Hon. Osei-Owusu continued to the Ghana School of Law after which he was called to the Ghana Bar in 1990. Since then, he has been in Legal Practice in different forms. Hon. Osei-Owusu started his legal practice with Yaw Barimah and Co. in Koforidua for four years, after which he relocated to Kumasi and teamed up with Mr. George Sarpong and Hon Kwame Osei Prempeh to start Adom Chambers from which he engaged in Private Legal practice for nine (9) years before he joined public service and served as the Chief Executive Officer of the Driver and Vehicle Licensing Authority (DVLA) for another six and half years. The achievements of Hon Osei-Owusu as the Chief Executive Officer of the DVLA are monumental.

Whilst in DVLA, Hon Osei-Owusu undertook the following short courses:

  • Good Corporate Governance ] GIMPA
  • Strategic Management ]              GIMPA
  • Modernising Public Sector Services] WORTHING U.K.

He subsequently obtained an Executive Masters in Governance and Leadership (EMGL) from GIMPA in 2007. Prior to joining DVLA Hon Osei-Owusu had held other Leadership positions as Secretary to the Ghana Bar Association (GBA) Ashanti Region, Elected Assembly Member, Bekwai-Ashanti, SRC President at the Ghana School of Law and JCR President of Commonwealth Hall, University of Ghana. After six and half years at the DVLA, Hon Osei-Owusu resigned and contested the Bekwai seat and entered Parliament in January, 2009 as an independent Member of Parliament.

He was re-elected to represent the people of Bekwai from January 2013. The Hon Member of Parliament was again elected by the constituents of Bekwai during the 7th December, 2016 elections. As a Member of Parliament for the fifth and sixth Parliament, the Hon Member served on a number of committees. He served on the Appointments Committee, Road and Transport Committee and the Constitutional, Legal and Parliamentary Affairs Committee of which he was the Ranking Member, until 7th January 2017 when he was unanimously elected as the 1st Deputy Speaker of the 7th Parliament of Ghana.

Again in December 2020 he was re-elected as Member of Parliament for Bekwai.  In January 2021 he was unanimously elected as First Deputy Speaker for the 8th Parliament of Ghana. He is the Leader of Ghana’s delegation to the PAN African Parliament as First Deputy Speaker, the Chairman of the Appointments Committee, Chairman of the Privileges Committee and a Member of the Roads and Transport Committee among others.
